GenesisNewsThe National Senate has given initial approval (media sanción) to the bill establishing the Carbon Market Regulatory Framework in the Argentine Republic.

The main points of the approved document include:Legal nature: It defines the carbon credit as an intangible asset of a patrimonial nature, with its own legal individuality and distinct from the natural resource or real estate from which it derives. Creation of the ReNaRe: It establishes the National Emission Reduction Registry (ReNaRe) as a public platform for project registration, contemplating interoperability with the registries of the provinces and the Autonomous City of Buenos Aires. Classification of units: It divides the results into Mitigation Contributions (AM) for the voluntary market and Transferable Mitigation Outcome Units (URMT). The URMTs destined for international transfers will require the authorization of the National State and the application of a Corresponding Adjustment in the National Greenhouse Gas Inventory. Tax treatment: It sets a 0% rate for export duties on international transfers of carbon credits and grants tax stability for a period of 30 years to projects registered in the national registry. Capital markets: It authorizes the use of carbon credits as underlying assets, repayment sources, or guarantees for financial instruments (such as mutual funds or financial trusts), under the regulation of the National Securities Commission (CNV). #CarbonMarket #Senate #Argentina #Regulation #SustainableFinance #Sustainability #ClimateChange
